Is vinyl flooring better than laminate on concrete?

Generally yes. Concrete moves moisture even when it looks and feels dry, and laminate's wood-fibre core is vulnerable to it. Rigid-core vinyl plank tolerates those conditions far better. Either way the slab has to be prepared: flatness corrected, moisture conditions assessed, and the manufacturer's required underlay or moisture barrier used. In Calgary this matters more than in most places, because expansive clay soils move basement slabs. A flat, sound slab cannot be assumed. It has to be checked.
