Calgary city council extended the Secondary Suites Amnesty Program to December 31, 2026, waiving development permit and registration fees. A legal suite still needs a bedroom egress window, a protected exit route, drywall separation, interconnected smoke and carbon monoxide alarms, and an entry on the Secondary Suites Registry. Flooring is normally one of the last trades in, so if the suite is being finished against that date it is worth booking the floor while the drywall is still going up.

Secondary suite flooring and the Calgary amnesty deadline

Calgary city council extended the Secondary Suites Amnesty Program to December 31, 2026, waiving development permit and registration fees for suites brought into the program. That is a dated, time-bound window, and it is why a lot of Calgary basements are being finished this year rather than next.

A legal suite is not just a finished basement. It needs a bedroom egress window, a protected exit route, drywall separation between the suite and the rest of the house, interconnected smoke and carbon monoxide alarms, and an entry on the Secondary Suites Registry. Alberta has been building to the National Building Code 2023 Alberta Edition since May 1, 2024, and your permit set will reflect it.

None of that is our work. A flooring contractor cannot sign off suite compliance. What we do is read the approved drawings and put a floor down that fits them.

What our secondary suite flooring scope covers

Our scope is the floor. That means assessing the slab, correcting it, choosing a suitable covering with you, installing it, and finishing the transitions, thresholds and stair landing that connect the suite to the rest of the building.

Outside that scope: permit applications, registration, egress cutting, framing, drywall, insulation, alarms, plumbing, electrical and inspections. If a job needs any of those to happen first, we schedule around them rather than around ourselves.

The practical consequence is sequencing. Flooring belongs after the wet and dusty trades and before final trim in most suite builds. Coming in earlier means a brand-new floor gets used as a work platform. Coming in too late holds up an occupancy date that has a fee deadline attached to it.

Secondary suite flooring over a Calgary basement slab

Almost every Calgary suite sits on a basement slab, and the slab is the technical problem. Expansive clay across the region moves basement floor slabs considerably more than it moves footings, so heaved and cracked slabs are common and out-of-flat basements are normal rather than unusual. We survey the whole slab, mark the highs and lows, and price grinding and self-levelling compound as real quantities.

Finished height then has to be planned as one number across the whole suite. A suite typically has a bathroom, a kitchen area, bedrooms and a mechanical room, and it is easy to end up with four different floor heights meeting at doorways. Setting one datum early avoids threshold ramps that look improvised.

The exit route deserves its own attention. The stair and landing serving the suite exit see every tenant, every piece of furniture and every winter boot. Riser heights need to stay consistent after the floor thickness is added, nosings need to be secure, and the surface needs traction when it is wet.

No. We install flooring. Development permits, building permits, the Secondary Suites Registry entry and the inspections that go with them are yours or your general contractor's to arrange.

Can you cut the egress window or build the fire separation?

No. Egress openings, framing, drywall separation and interconnected alarms are separate trades. We come in after that work is complete and inspected.

What flooring suits a basement suite in Calgary?

Most suites end up on resilient plank or tile because the floor sits on a slab. The deciding factors are slab moisture, flatness and finished height rather than the look of the sample.

Should the suite and the upstairs use the same product?

They do not need to. The suite is a separate tenancy with different wear and a different budget, and matching the main floor rarely earns anything back. Continuity matters only at the shared stair and landing.

When in the build should flooring be scheduled?

After framing, drywall, paint and mechanical work, and before appliances and final trim in most cases. Booking early holds the slot even when the earlier trades slip.

What planning range applies to a suite floor?

For budgeting we use CAD planning ranges of $4 to $9 per square foot for vinyl and LVP and $2 to $6 per square foot for levelling, before removal and disposal. These are planning ranges, not quotes.
